Thank you for the request! It seems that Livecoin doesn't support different API permissions yet - you can only have one API key, and that one API key permits trading and withdrawal: https://www.livecoin.net/api?lang=en
We unfortunately cannot add services that cannot provide read-only credentials. This is one of our security principles to prevent the financial losses of our users. We recommend getting in contact with Livecoin and requesting for read-only API keys.
However we'll look at adding support for Livecoin rates shortly.
